Residents of Hartbeespoort are regularly exposed to excessive noise from events at Legacy on the Dam that continue into the early hours of the morning (02:00–03:00). The noise is so loud that it can be heard inside homes, even when windows and doors are closed.

This deprives residents of their right to rest and the normal use of their property.

It is illegal.

The Madibeng: Air Quality Management Bylaw (2025) prohibits noise that cause a “noise nuisance”.

Public events must also comply with the Safety at Sport and Recreational Events Act.

These acts are not being complied with.  

Authorities are not taking action.

Despite complaints:

• legislation is not being enforced;
• the SAPS is not acting effectively; and
• the municipality is failing to act.

We demand:

• enforcement of existing legislation; 
• action by the SAPS and the municipality; and
• an end to illegal and disruptive events.
