AfriForum files criminal complaint against Mangaung Municipal Manager after implosion of Metro

AfriForum has filed a criminal complaint against the Mangaung Metropolitan Municipality’s Municipal Manager, Mr. Sello More, for his continued failure to effectively implement waste management in Bloemfontein and ensure that landfill sites comply with the legal requirements for responsible waste management. The civil rights organisation also today collected garbage at the municipal building in Bloemfontein and presented More with a toy garbage truck, as this Metro cannot be trusted to manage refuse removal at municipal level.

More’s performance review for the 2024/2025 financial year claims that he has achieved all his internal measures of success (KPIs), yet the Mangaung Metro is virtually bankrupt. The Metro isn’t able to even provide basic services such as refuse removal.

“The Municipal Manager believes that he has achieved all his targets to make the city a success, but in reality, the Metro continues to suffer from serious service delivery deficits. The Metro’s devastating implosion under More’s management serves as proof of why basic service delivery must be handed over to organisations like AfriForum, which will ensure that services such as refuse removal can be delivered sustainably,” says Jaco Grobbelaar, AfriForum’s Head for the Central Region.

The complaint against More was laid in terms of the National Environmental Management for Waste Act 59 of 2008 after it was highlighted in AfriForum’s landfill audit that none of Bloemfontein’s landfill sites meet the legal requirements for responsible waste management.

AfriForum has already brought it to the attention of the Municipal Manager that Bloemfontein’s landfill sites urgently need to comply with legal standards. The issue was even escalated to the provincial government. However, neither party responded, which forced AfriForum to act.

While the investigation into More is being conducted, AfriForum has also called on the Metro to restore financial accountability and enable competent service providers, such as AfriForum, to fully deliver critical services such as refuse removal to the community. AfriForum began providing refuse removal services in certain areas years ago and has also removed residents’ refuse left behind by the Metro.

“The residents of Mangaung deserve more than empty promises. They deserve accountability, legal compliance and reliable service delivery. AfriForum will continue to put pressure on the Metro to fulfil its constitutional obligations towards residents and hold it accountable when it fails to deliver,” says Grobbelaar.
